The order that unlocks housing, your bank, insurance and CAF
No housing without a bank account, no bank account without housing, and insurance and CAF wait on both. The order that breaks the loop:
- 1
Aim for a furnished flat
No French bank account or guarantor needed.
- 2
Open your bank account
Your lease is your proof of address.
- 3
Get home insurance
At the same address.
- 4
Apply for CAF housing benefit
With your signed lease.

Frequently asked questions
Online, on the ANEF website, within three months of arriving in France. Have your passport with the visa, your date of entry, your address in France and a payment method for the stamp duty ready. Without this validation your stay becomes irregular, even though the visa was valid on entry.
The digital administration for foreigners in France (Administration numérique pour les étrangers en France): the Ministry of the Interior's website, administration-etrangers-en-france.interieur.gouv.fr, where the VLS-TS validation and residence permit applications are done online. Always go through that official address.
No. Citizens of the European Union, the European Economic Area and Switzerland settle in France with their ID card or passport, with no visa and no ANEF step.
Yes, in two ways. A neobank can often be opened from abroad with just an ID, and is enough to pay a first month's rent. A French bank usually asks for proof of address: the lease or an accommodation certificate. Once you live in France, if a bank refuses to open your account, the right to a bank account (droit au compte) lets you ask the Banque de France to appoint one.
A furnished lease of 1 to 10 months, for a tenant in higher education, vocational training, an apprenticeship, an internship, civic service, a work transfer or a temporary work assignment. The landlord can't ask for any deposit, and the Visale guarantee is open to it whatever your age. It isn't renewed: its length can be changed only once, without going over 10 months in total.
Not straight away. The benefit isn't paid for the months before you apply, and the month you move in is usually not paid: apply as soon as you sign the lease, even if you add documents later. It is then paid every month for the month just gone.
